Our Mission, Vision and Strategy
The foundation’s objectives are to increase chances for the underprivileged in our global society concerning improving their quality of life with respect to health, knowledge and society, and above all, everything directly or indirectly related to this in its broadest definition and in a global context.
These objectives will be achieved in co-operation with more privileged parties who can create these chances.
We believe that people having the talents, but lacking the chances to develop these talents, should be brought into contact with people having the affinity with and means to give them these chances.
We believe that people having the talents, but lacking the chances to develop these talents, should be offered a helping hand by independent parties such as Chances4all that have the resources to provide knowledge and education.
We believe that everyone should have the possibility to learn and teach. Modern knowledge is the key to growth and should be available to everyone.
Chances4all aims to achieve these goals by:
· Attracting sponsors and raising funds
· Providing information
· Supporting and managing projects directly and indirectly related with our mission and vision.
· To co-operate with partners that in different ways can contribute financially or with other means to these projects.
Chances4all does not aim for financial profit.
From experience we have learned that Cambodia, compared to its neighbouring countries, is very open for projects like those of Chances4all as they warmly welcome helping organizations in general. The willing attitude of the Cambodian people enabled us to start a successful pilot project with limited resources.
Cambodia is an emerging country that after a long period of oppression is open to sustainable and constructive assistance.
Chances4all has started in Cambodia in the sector of education because this is currently in a developing phase and gives us an excellent opportunity to express our objectives.
Study programs in agriculture, financial management law and others
Chances4all has started sponsoring 10 Cambodian students, our goal is to triple this number in the first year and double it in the second year.
After the third year we plan to be supporting 100 students by providing loans and the facilities that are necessary for students to successfully complete their studies and to coach them in their job search.
To achieve these objectives we have defined the following strategy;
Acquire sponsoring companies and other institutions from The Netherlands, Cambodia and elsewhere, who have an interest in developing knowledge and skills, related to the study program of talented but underprivileged Cambodian students mainly spread over the different regions of Cambodia.
Develop an educational program and attract funds from companies and other institutions that will be used as interest-free loans to talented and underprivileged Cambodian students spread over the different regions of Cambodia.
The students are selected from the final year of the secondary schools from different regions in Cambodia. The different study groups are distributed amongst the different faculty’s studies. The long term objective is that these study groups can operate as independent units with the support of students that have graduated earlier and have benefited from a “Chances4all fellowship”, until these students are in a position to refund their loans. The refunded loans will be used to enable new students to study.
By supporting these independent study groups as a mentor, the students that have graduated can constructively contribute to society. Although the mentorship is voluntary, Chances4all will highly encourage participation.
The students that do not have accommodation near the university campus of Phnom Penh will be offered accommodation on the campus that will give them all of the necessities to conduct their studies.
Future projects.
Chances4all has started a long-term project within its newly founded branch organization Chances4cambodia in the sector of education specifically for candidate students from sponsored secondary schools in Cambodia. The concept of this long-term project is to provide interest free loans and to reinvest these loans to new students upon payback of these loans.
Related to this long-term project we are planning a number of other short-term projects. Our objective is to realize at least 1 project complying with our objectives within a period of 3 years.
During this three year period we are planning to start a pilot project in the area of health care and economic development with the goal to develop a sustainable and accumulating help program that enables people as well as students and their families to get good medical insurance at reasonable costs. This is currently not within reach for the middle and lower class people in Cambodia.
Our current partners are secondary schools Cambodia:
Chances4all has contacts with a number of secondary schools from 7 different regions that are already sponsored by Japanese institutions and other foreign organisations. Students from these secondary schools are pre-selected on the basis of study results and recommendations and should come from a very poor environment.
Universities:
Several Universities in Phnom Penh on registration of our students receive several privileges and guidance and reduced tariffs.
ANZ Royal Bank and Acleda bank offer a higher interest rate on the funds deposited in regular accounts from regular clients. In addition these banks provide job offers and incentive schemes.
For insurances: Special developed packages for our students and possibly in the future for broader target groups.
A candidate partner of Chances4all is a possible new future partner that is likely to contribute to the goals of Chances4all and/or has comparable objectives. After 3 years of proven successful cooperation a candidate partner becomes a new partner.
Current candidate partners are: Kofi Annan Business School Utrecht, Utrecht University of Applied Sciences, Universidad Panamericana Mexico, other universities, institutes and organizations in Phnom Penh and elsewhere.
Partner program interdependency
Chances4all at all times remains independent of its partners with respect to defining its policy and achieving its objectives. Chances4all will operate independently of political parties, religion and other ideologies.
Besides long term co-operation with the candidate and current partners, Chances4all will seek occasional co-operation for achieving its goals or sub-goals on an ad hoc basis.
Communication, fundraising and presentation
AIDA communications model.
The main challenge is to attract funds from sponsoring companies and institutions. In marketing communication terms this means that we have to make these parties aware of Chances4all, get them interested in possible sponsorship, develop their desire to participate and finally activate their participation by signing the agreement and fund the money.
Chances4all will develop a professional communication plan incorporating a house style, logo, website (chances4all.org), brochures, newsletters and other presentation material.
The marketing communication mix will include advertising, promotion, direct and personal selling and public relations.
An increasing number of companies apply a societal and sustainable marketing strategy in which they claim a corporate responsibility for a sustainable, social, ecological and healthy environment. These companies are good prospects for Chances4all and can be approached through their PR managers usually found on their websites. (Example PWC.)
Fundraising

Other prospects can include companies directly or indirectly involved in the study programs of the students and can possibly benefit from the students graduation in the future.
Sponsors will be offered several benefits and incentives that can be used for their own PR activities.
These could include advertising links on Chances4all.org or pictures of the sponsored students on their website and reception areas.
The sponsor program will be developed in more detail during the first half of 2009
Presentation
Chances4all will present itself as a friendly, transparent and trustworthy organization. As a foundation Chances4all will strive for an AMBI status proving its trustworthiness.
Transparency with regards to financial reporting, projects and activities, board members CVs can easily be achieved by open communications on Chances4all.org
Financial management
Expenses
Our policy is to keep overhead and administration costs to the absolute minimum and to use the highest amount possible to directly fund other projects. Chances4All has set itself a target of at least 90% of all incomes to be used for direct projects.
To achieve this goal Chances4All will initially work with the voluntary support of board members, other staff and volunteers that can contribute in achieving our objectives.
When the organization and the number of projects of Chances4all has grown to a level that more professional staff should be hired, total staff costs will not exceed 10% of the funding capital.
Companies that can contribute by delivering products and services required for the daily operations are invited to do so at reduced tariffs or for free.
Incomes
Chances4All has started with private funding from one of its founders. In the near future the foundations’ income will come from different sources.
These can be:
• Private individuals sympathizing with the objectives of Chances4All and willing to “adopt” parts of projects or entire projects,
• Companies and other organizations and/or their employees sympathizing with the objectives of Chances4All and willing to “adopt” one or more projects.
• Refunds by graduated students after or earlier when possible
• Returns from earlier projects.
• Interest on capital assets from banks.
• Possible advertisers on Chances4all website.
As Chances4All aims to get AMBI status all funded capital will be tax deductible by the sponsoring partners.
Target
The board and voluntary staff of Chances4All are committed to achieving the short-and long-term goals of giving hundreds of underprivileged but talented students from many different countries the opportunity to study, graduate and increase their chances for a better quality of life.
